SAVE THE PLANET and YOU WILL SAVE YOUR SELVES !
THE WORLD CAN WIN the WAR – the PEACEFUL WAR of the WORLD!
The INTERNAL WAR of Earth, the war of confidence, the war of the consciences!
Allow me to make a proposal for a Balanced Humanity.
Its Name:
ORDER and REBIRTH

Improvement of the “General Wellbeing”. Counterpart: “Order Restored”.
It is the possibility of changing the current state of “World Imbalance”.
Money and material means in counterpart of peace and social justice.

Current imbalances in the World jump to the eyes of all. It is an evidence.
Very important means were set up for a long time by the international organizations
(ex: World bank, the IMF, and many others) for, they say, to attenuate them.
We put the question to ourselves and yourselves, that is all !!!

Efforts have been made and are made by private individuals, organizations and also some countries, in order to remedy the economic, social, sanitary and environmental imbalances.
We think that much of them are sincere and persuaded that they contribute to the Good.
These efforts are, without any doubt, creditable and deserve to be recognized and appreciated.
They are, however, without common measurements with means which would have be to be implemented so as to arrive at what we see as being a true “rescue” and “rebalance” of the needs and forces of the Planet.
The importance of the already made efforts is “hyperbolically” too modest.

The “globalisation” came about. Almost without anyone realizing it.
By the finance world which does not know any borders and was, probably, the original cause.
By the will of the powerful to produce at less expensive prices. They had money to do it.
Multinationals at first, followed little by little by interests of the ones and the others.
We note that an irreversible movement started.
The least favoured seized the occasion to obtain work. On all continents. That was a progress.
But delocalization created dependence towards them and they have now a position of force.
One could say that the egoistic interests fell, to some extent, in their own trap.
Without wanting it the “privileged” entered “the Era of the Obligatory Sharing” !!!
Globalisation can be the beginning of the harmonization of the World between work and money.
But it will ONLY be, if all, and above all the Privileged people, contribute to it. Really !
The “sharing” not sought for at the beginning must become THEindispensable condition of the Future.
The irreversibility of this Era of “sharing” must require going further, with more justice, more dignity.
To ensure and assume this globalisation, raw materials work and profits should be divided.
Without that, all the system will collapse and all will be losers. The war will follow. Consequently a must is also to share the capital of those which are having it.
It is necessary to share this capital, partially only, with those who need some for their survival and with those who must be able to improve their conditions of existence.

Many will say: “Utopia! ». An imaginary World, impossible to realize. Impossible!
We think that it is possible if one puts the means and the will as necessary.
All know the proverb which says that “Money is the nerve of war”.
We allow ourselves to propose our plan, developed in the pages which follow.
THE NEEDS ARE VAST, WORLDWIDE AND URGENT.
We will borrow the name from the plan which made it possible to rebuild the post-war period of World War II.
A “Global Marshall plan”. The “privileged people” of the World must put at the disposal of “those who are not” privileged people, gigantic financial means in order to get the World out of its current difficulties (social, economic injustices and migrations) and share in a more equitable way the wealth of the powerful with those who are not powerful.
In order to improve the “general wellbeing”. Everywhere and in all the fields of life.
The term “privileged” applies as well to a person as to a company or foundation etc.
Many are convinced that the “privileged will do nothing if not obliged to do it. That it is necessary to change the structure of the World and to prevent the very important profits. That appears difficult to us and especially very long to put into place.
This is why we like to believe that:
If  The PRIVILEGED PEOPLE become conscious of the need to being GENEROUS
because without that the World will be turned over against them, they will become it.
Never let us forget that “necessity makes law”. We think that is where we are now.
Our first idea is not to use the form of taxes, which are often badly perceived by those who must make the financial effort, because the money is often used by politicians who are not necessarily on their side. But in the contrary by “private foundations”, managed by competent and trustworthy people, designed by the same that make the financial efforts.
Often, frustration to see the means resulting from the taxation used in a way different from that hoped by the payers, makes them deaf and resistant to useful increases in taxes.
The foundations would be numerous and would have varied goals, corresponding to the “desires” of those “ that will pay” and to the “needs” of those who are “ less favoured”.

Our vision of the future is the following :
Without this plan, or the equivalent, the World will break down in a “destroying” revolution in comparison to which that of 1789 will have the air of a revolt of suburbs …..

Solution: GENEROSITY!
THIS IS THE PLAN WHICH WE WILL DEVELOP NOW:

We propose that the privileged people (see infra who they are ) “sacrifice”:
e.g. 10% (ten percent),
or even 20% (twenty percent) to make this project more effective,
of their LIQUIDITIES (CASH) and put them at the disposal of these projects.
We understand by liquidities the money left at the disposal of the banks to invest it. Short, medium and long term deposits, where the depositors let the banks decide.

Intra national and international. In their country and elsewhere.
No privileged person can claim that 10% (nor even 20%) will penalize it seriously.
Much less if one looks at the statistics (v. infra) of the progression of managed fortunes:
they increased by 19% in 2003 and 9% in 2004 to reach 85,3 Trillions dollars!!!
It is probable that they exceed the 100Trillions nowadays of dollars or even of euros.
Without taking account of the occult money. The one that is not visible in the official circuits!!!

HONOR of the PRIVILEGE: TO MAKE DISAPPEARPOVERTY and MISERY
To extend a hand to the least favoured:
it would be the NOBLEST OF ENGAGEMENTS and COMBATS
Without paternalism! With the idea of “DIGNITY and SHARING”

That would make it possible to renew again a dialogue between favoured and underprivileged, favourable for social and world peace.
To eliminate all prejudices and to set out again ahead with the HEART.

An essential advantage would be to bring in the countries from which are coming many immigrants (or emigrants) the means of allowing them to live and thrive on the spot, on their premises.
Result: less immigrants impossible to integrate in our rich countries and development in their country. That would enable them to remain on their grounds which are very dear to them.
A FUNDAMENTAL principle is that the already legally integrated people or living by respecting the laws and habits of the host countries will be able to continue to remain there.
For all the countries the foreigners are a richness, colours and new cultures.
On the other hand they are not accepted as such if they represent waves of unexpected, not desired, uncontrolled and unverifiable migrations and inassimilable.
We see it every day and the fear of this unhappy invasion despairs.
As much those which emigrate and do not find what they seek as well as those which cannot integrate these newcomers because the means to do it are missing and disturb the social fabric of these immigration countries .
That is why the World needs a plan of a gigantic scale.
It is not without reasons that all the “Diasporas” of the World help their country of origin.
In this way many countries survive, thanks to the repatriated wealth of other countries.
The privileged people of the World should constitute the Diaspora of the least privileged.
Then the Rich person will allow the Poor to build and design a more equitable World.
The privileged people should be the synapses between the neurons which are all the women and all the men of the Planet. There should be only one policy: that which will meet the needs for all and will be able to make them happy. Let us not speak any more of politics of the left nor of the right !

HOW TO MOTIVATE THE PRIVILEGED PEOPLE

The great difficulty is to motivate, to encourage the privileged people to be generous. For the majority of them they are afraid to be the only ones, to be the first and not to be followed, to be naive. Very often indeed the recognition is missing. To lead people to act, a recognition must be visible and, still better, should be publicized through the medias.
Also, one could imagine a mode of reward for those which will have contributed to the effort.
One could create: “the Major World Order of Merit ”, with various levels.
According to the degree of efforts decided by the privileged people and put into place by the recipients.
A kind of Legion of Honour. “The Major World of Merit for Dignity and Sharing”.
The “privileged people, the payers” “would be publicly decorated”. The “recipients” who will have made the effort to cooperate on their premises for the good of the country “would be also be decorate

Recognition for ALL.
TAX FOR REBALANCING THE WORLD : “TRW”

If the hoped “spontaneous generosity” were refused, another solution could be proposed.
It is also possible, but longer and difficult, to make the same call while asking the governments of the World to take “each one” the decision “to oblige” the privileged people to pay. That would then require to pass by a “TAX”!
It could be named: “TRW” Tax for Rebalancing the World. Obligatory!
Unfortunately ! not by spontaneous private foundations that should be more efficient.
But it would be essential that all governments, without defects, take part in it, which could seem too constraining or even, this time, “utopian” taking into account the sovereignty of each country, knowing the selfishness of Man and Nations. It is a shared feeling that is alas true.
Even if, as expressed at the beginning, modestly and exceptionally by the ones and the others, Man and Nations have a heart for their fellow humans. A “TRW” would be possible only if ALL realized that it is the ONLY  MEAN to save the World of a probable and dramatic catastrophe for ALL.

IT IS NECESSARY TO ACT AS OF NOW.

We are absolutaly conscious that this plan will be criticized by a certain number of people for reasons which will belong to them. Economists, financiers, politicians, experts in geopolitics, States themselves will most probably express opinions defending the status quo in the manner of acting currently. One will speak about the perverse effects of the hoped virtuous circle. The positive critics and the constructive ones will be however always welcome. It appears obvious to us that the forecasts in all the fields are very difficult to make, not to say impossible.

We estimate to observe the facts rather than making a forecast.

For our part, the feeling that the World is ready for an upheaval results from the observation of a total unbalance with what should be this same World if one takes into account the needs for the whole Humanity.
When the weather is under a thunderstorm one cannot say the sun is shining! So to protect each one of the lightning it is necessary to put all the population in a shelter.
The purpose of our proposal is to make pass the storm so the good weather is restored.
The idea expressed in this proposal is not easy to realize, but possible.
It is derived from the proverb which says: “When one wants, one can”.
Let us remember the sentence of J.J.Olmedo: “Song for Bolivar”:
“Always audacity forced the triumph. Defeated are those who do not hope to defeat”.

THEN LET US GO AHEAD!

Reasons and Explanations of this GOLD-OR proposal
DIGNITY and SHARING
First of all because there is URGENCY in the matter.
The World is drowning day after day in an economic injustice and a social rupture without precedents in the modern history.
IF those who have the means (persons, companies and nations) do not take measures on a gigantic scale immediately, then those who do not have the means necessary to a decent life will find themselves soon at the paroxysm of disappointment and will rise up in an extremely brutal way and will revolt in such a way that the revolts that have happened until today will be considered, rightly, in comparison, like fairy tales.
We are, nowadays, in global social and economic conditions that are not without reminding the periods of slavery of old times.

DIGNITY IS MUCH TOO OFTEN RIDICULED, IGNORED, ELIMINATED.

The wages, in general, are not adapted or sufficient to the necessary living standards.
The globalisation exponentially worsened this problem even if, in itself, this globalisation is positive in many regards. Work for the emergent countries and products less expensive.
The negative consequence is the job loss in the developed countries. This is why this plan proposes that the privileged people invest as well in the countries where employment is lost by the delocalisation as in those which are still without sufficient infrastructures of work and organization for their own development.
It is consequently essential to raise the majority of the wages in the World and to set up the social and industrial infrastructures in the countries which miss them.
To do all that is humanly possible so as to bring the greater comfort where it is missing.
Perhaps those which think that one can continue for a long time as nowadays will quote the principle of “the efficiency of the money”. In Anglo-Saxon: “efficiency of the money”. This means that it is necessary to let the money go where it wants to go, according to the decisions of the banking circuits, the choice of certain investors, etc, because it is in that way that the money would be best used: most effective for the banks and the investors.

WHY? : because the money goes WHERE IT PAYS MORE !
and NOT WHERE IT IS THE MOST NECESSARY.

It is logical if the investors seek the better return. When they decide.
The banks have an interest of banks (for themselves) when they make loans. Most secure for them. What, in general, is also the interest of the depositors in order to be able to get back their deposited money. However the banks can be, at certain moments, in a conflict of interest: to invest (to lend) in what will pay more to the depositors or to lend to the important customers who are essential for them for their survival. Survival of the ones also often depends of the survival of the others. Opposition of the important customer to the creative customers that create jobs.
However even in a circuit of freedom it is not sure that the money goes where it pays more. The risk is always there and the good choices are difficult to make. All know that very well!
(When this was written, in May 2007, the financial crisis of 2008 had not happened yet.
***As you now can see: what a disaster has come with the financial crisis and the dear economical consequences which are much worse for the underprivileged than for the privileged. *** This note has been added in January 2009).
It is now necessary to use part of these liquidities (10% or 20%) for projects USEFUL for the SURVIVAL of the World. To use them to invest them Where they are most necessary!!!

GENEROSITY BY A RELATIVE SACRIFICE.

What we want to propose in this plan is a “sacrifice” (which will be perhaps only partial and temporary) from the privileged people to save the World and themselves.
As of now, the money must go, partly, WHERE IT IS MOST NECESSARY.
In all logic it will pay, but later! While allowing the privileged people to remain owners of one part (small! in order not to dominate the shared investment!) of the invested capital, they could withdraw future profits from it.
It is this “sacrifice” which is requested from all the privileged people.
Also for their own wellbeing!!! Because with this sharing they will save themselves!
If those did not agree to it, then we do not give much of their skin and even less their goods.
Instead of “to sacrifice” now 10 to 20%, Revolution to come will take from them all and will take care, unfortunately in chaos, to redistribute, as possible, what will have been taken from those who could have given or invest spontaneously,
according to the term which one will want to use, but did not want to be generous and share.
The existing globalisation will facilitate this process and will avoid inflation dreaded by some.
SAVAGE Selfishness of a great number of the privileged people on Earth must be changed into:

CIVILISED GENEROSITY.
“Save the OTHERS and you will save YOURSELVES”

COUNTERPART
With this necessary gigantic effort and having to be assumed by the privileged people of the World:
The counterpart is a social peace having to be guaranteed by these same ones who will benefit from the effort of the rich. They will have to make the law in their camp.
Criminality will have to be eradicated in the firmest ways. The small and the big one.
The corruption is part of it and will have to be eliminated in the most effective way.
As well in the beneficiary countries as in the countries from which the means will come.
The delinquents will be expelled towards their country of origin which will have to judge them. Measures of prison are ineffective for the immigrants in the host country, expensive and destabilizing.
It is also the acceptance of all those which immigrate in countries in the search of work or political asylum, to behave above all just like one behaves in the country which receives you. That implies: laws, education, traditions, habits, custom, religions, culture, etc
The safety of the people and the goods is fundamental for the order and freedom.
It is not to the host country to adapt but to those that come there to work or seek refuge to do it.

It is the MINIMUM RESPECT.
All the people being integrated into the laws of the host country could be accepted in the country if this last one is in the capacity to manage it. It is for the host country to decide and not for the immigrant to impose it.

I call upon all those of all countries that understand that the Survival of a civilized World should go through this effort, to meet as of now and to put all needed efforts about it to remedy the current economic and social injustices for the necessary rebalancing of our Planet.

MEANS of the PRIVILEGED PEOPLE
The world situation shows there are few privileged people and much of not-privileged people!
It is an obviousness which we repeat only so that the thing is recognized !
What is also known by the majority of all of us is that the means of the privileged people are inversely proportional, exponentially more important than those of the not-privileged people.
The “exponential” term is to be retained, because it plays an essential part in all fields.
It is the “acceleration in the speed of change inall fields of the world”.
The danger to the privileged people is to be over flown or even devoured by this acceleration.
For this proposal we studied statistics (which can always be criticized, but which have the advantage of being credible, because established by these same which are privileged), which make it possible to have an idea of the means which could be placed at that disposal.
They are probably in the lower part of reality, taking into account of the non apparent assets!
We will speak here about financial means that can be put together immediately.
Our source is the company: International Financial Services London: IFSL (www.ifsl.org.uk)
The report is: World Wealth Report 2005. (Report of 2005, figures 2004). Under the heading in IFSL of: International Private Wealth Management. World private wealth.
It is a company which has more than thirty years of experiment in the field. It holds its sources, its information, from two companies: Merrill Lynch Cape Gemini Ernst &Young (MLCG) as well as the Boston Consulting Group (BCG). Most important financial companies The two companies differ somewhat on the figures, the principal report being that of MLCG.
We will give you the figures which appear useful to us for this proposal.
You will be able, of course, to make your own analysis of this information by consulting them. ( www.ifsl.org.uk ).
Justification of the “ready to use means” by the privileged people, according to us, are recognizable in these statistics.
We will speak in “trillions” of dollars.
A trillion is equal to thousand billion dollars and a billion is equal to thousand million dollars. This is indicated for the comprehension of all those not accustomed to these figures.
The figures indicate to us financial means at the disposal of two categories of people:

• A- If we look at all those which have money to invest, whatever the amount, the report/ratio indicates that the totality invested in 2004 is 85,3 trillions of dollars.
• B -If we look at exclusively those which have more than 1 million dollars to invest, (it is part of the 85,3 trillions), the report/ratio indicates that the total amount is 30,8 trillions of dollars. : This category is indicated by letters HNWI, which means in English: High net worth individuals. (People with important fortune).
• C -The investments are distributed between: cash and deposits, fixed income securities, equities, real estate and alternative investments. Liquidities = cash and deposits.
• D -The corresponding French expressions are: liquid and deposits, obligations and Treasury bills , shares, real estate and alternative investments (options, derivatives etc).
• E – By liquidities we understand the deposits and the liquid itself.
• F – In order not to complicate the vision of the figures, those will be rounded in order not to have to calculate with fractions after a comma. The difference is minimal.

By beginning the drafting of this proposal “GOLD-OR” we spoke to mobilize theliquidities of privileged people (from 10% to 20%) ( = cash and deposits) in order to show thatthe means necessary to this “global Marshall plan” exist, without having to upset the current structure ofinvestments and the world economy of the world of the privileged people.

Detailed examination of the statistics concerning the privileged means.
If we look at category A (85,3 Trillions $), liquidities and deposits account for 35%,
so approximately 30 Trillions of dollars. Thus 10% are equal to: ~ 3 Trillions. and 20% with: ~ 6 Trillions $.
If we look at the category B (30,8 Trillion $), liquidities and deposits account for 12%,
~4 Trillions dollars. Thus 10% are equal to 0,400 trillions ( = 400 billion) and 20% are equal to: 0,800 trillions (= 800 billion) of dollars. Today this figure must border the 1 trillion.
It is mainly the latter (HNWI) that should make the largest efforts. They are also the more active in changing their investments into cash as soon as the markets deteriorate….
The reading of the reports/ratios makes it possible to understand that when one speaks of “people” it is not a question inevitably of individual people, individuals, but rather of “households”. Indeed, in Anglo-Saxon terms one very frequently speaks about “households”: families in the narrow term, people living under the same roof or dependent on a head of household or a couple. One easily imagines to have there a mother, a father and children.
In this analysis the terms “people”, “individuals”, “households” are equivalent.
As a comparison one can see according to the report/ratio of MLCG (v. IFSL) that these same HNWI had in 2002 a total of fortunes from approximately 27 Trillions of dollars of which 25% consisted of cash and deposits ( liquidities and deposits), approximately 7 Trillions of dollars.
10% of this figure accounted then for 0,700. and 20% for 1,4 Trillion of dollars.
The difference with 2004 is the use of the liquidities for the purchase of shares in the markets.
It is to be noticed that for group A the percentage of cash does not change so to speak during the 10 last years. This group is less active and experienced than the group B.
With regard to the group B, being wealthier by “households”, it is brought to change policy according to the stock exchange climate of the moment. It is composed of 8,3 million people.
The difference with group A, that are many more, of the order of tens of million people (close to 100 mio), is that group A is also made up of “small fortunes”.
For information (see MLCG) in the group B (HNWI) one distinguishes 7,45 million people holding assets ranging between 1 and 5 million of invested assets (managed).
Add 820.000 people holding assets to invest of more than 5 million.
Inside the latter, there are 77.000 people holding assets of more than 30 million.
That shows, according to MLCG, that 820.000 of the people of the group B (10%) hold half of the managed assets in the amount of 30,8 Trillions of dollars of the group B.
For all these categories MLCG speaks about “managed” funds. One can say of “visible part”!
To somewhat put into perspective these amounts for private fortunes, one can compare them with some figures in the world economic field.
For example for the GNPs (what means “Gross national product” ) the last statistics, going back to approximately 2 years, show for the 7 most important industrialized countries, a total of approximately 28 trillions of dollars. For the whole of the World approximately 50 trillions of dollars. Today certainly more, with considering, mainly, of the growth of the emergent countries.
The figures of the GNP are obviously relative, considering uncertainties for the emergent countries. China or India, for example, among many others.
The figures of this paragraph are only illustrative and, by the nature of things, somewhat approximate. It is the sight of a “whole” which changes permanently.
Our goal is to put the figures in a “prospective perspective”.

Some comparisons in the financial field justifying the means at disposal.
New York Stock Exchange capitalization (NYSE ),that includes a total of 2800 companies and funds of investment is of more than 21 Trillions of dollars ( 21.000 billion $).
In Europe one can take the example of the stock exchange capitalization of the first “Transborder Stock Exchange”, born from the fusion of the places from Paris, Brussels and Amsterdam, then repurchase of Liffe, London platform of exchange of by-products, and Lisbon Stock Exchange.
These are 1225 companies, whose stock exchange capitalization is 2.584 billion euros=2,58 Trillions.
(This information of Stock Exchanges is drawn from the “Tribune de Geneva”, of the 23.05.06 p.11).
This last amount is equal to approximately 3.300 billion dollars , 3,3 trillions of dollars.
At the time we are writing that, the NYSE amalgamated with these European exchanges so to become only one organization, from which the “German“Börse” is excluded, for the moment.
It seems to us that the important thing is to note that financial means are existing to make it possible for the “privileged people” to implement the Global Marshall Plan” about which we speak.
The 10% to 20% of certainly ready to use liquidities, for as far as those which hold them want to do it, represent an amount of several trillions of dollars, in a fork of 1 to 6 trillions of dollars, depending on the will of those which are privileged to do it. We repeat that the last statistics go back to 2004 and are probably in progression since then, all the more if one takes into account the emergening countries. Whatshows, if it were necessary , that investments in countries in search for productivityare productive!

The observations of the figures made higher are there to show that with these liquidities it is possible to undertake gigantic investments in all the countries and for all those which have the urgent need for it.
With the growth,“ additional Trillions” would be available each year!!!
That would make it possible to do ALL, because it will later represent Tens of Trillions!

The comparison between the liquidities of the year 2002 and the year 2004 for the HNWI shows that if the liquidities can be transformed into shares they could also go in the opposite direction if that were essential to rebalance the World, without creating world economic drama for these people.
At most the money would go where it is the most necessary and not where it returns the more.It is all what this proposal “GOLD-OR”, ORDER and REBIRTH, aims at. A certain number of “non essential” products for human consumption would be in “decrease” because of this fact in. That will not kill anybody. But the opposite is true every day.“ESSENTIAL” products would be in growth and would SAVE A MULTITUDE.

TASKS OF the GOVERNMENTS and TASKS OF the PRIVILEGED PEOPLE.
The governments place at the disposal all the infrastructures, average logistics and administrative which they have in all the countries concerned with the plan of this proposal.
The privileged people will assume all the expenditure related to the use of these means placed at the disposal by the governments for the projects determined by mutual agreement.
Where those would not exist, they will be created and paid by the organizations of the privileged people.
The agreement of governments is essential due to the sovereignty of each country.
The privileged people will assume the financing of the cost of the projects undertaken. It is fundamental.
As it is known as at the beginning of this proposal, the projects will be undertaken by private foundations on the initiative of the privileged people. ( Except if the Tax “TRW” became the only mean…)
Governments of the countries concerned will do everything to facilitate their creation.

PARTNERS OF THE “GOLD-OR” PROPOSAL
The partners will be the respective privileged people and governments, those of the investor- payers and those of the recipients.
The privileged people will be the engine of the new social justice.
We have the conviction that this plan is applicable by the privileged people of the rich countries.
The election of Mister Nicolas SARKOZY at the Presidency of FRANCE hope gives us hope that the things will change and be an example for all the citizens and all the countries.
We are convinced that it will bring to the people of France what this one awaits from him.
He is able to put together the people of the “left” and the “right”. All together!
*** ( with the election of Senator Barack OBAMA as President of the USA, there is a chance to find new ways, as for France with President Sarkozy, and also a chance to have two persons with great characters to join and bring together EU and USA.
That situation should bring about major changes for the World and for the better).
*** ( this opinion has been included in this text in January 2009 ).
An emblematic example of privileged people is that of Bill and Melinda Gates, which set up since many years the “Gates Foundation” which has billions of dollars for various objectives. They were joined on June 26, 2006 by Warren Buffett who decided to bring the 85% of his fortune (more than 30 billion $! ) to this foundation. Also joined by Richard Branson. Here are examples of human beings which show, among the richest, the example to be followed.
The plan would be also applicable by the privileged people of the emergent countries, which see every day the lacks on their premises and should be more conscious of the problem.
The challenge will be to convince, to make become aware the privileged what is at stake in the World. Already certain governments show a positive attitude on this matter and could consequently promote in their respective nation a proposal of the type “GOLD-OR”.
We think of the USA under the presidency of George W. Bush and of her Foreign Minister Condolezza Rice; with former President Bill Clinton and his wife, Hillary Clinton; with former Al Gore vice-president fighting against the heating of the Planet; with former Russian President Mikhail Gorbachev whose efforts to implement his ideas of durable development and also decreasing growth, are known of all; with current Russian President Vladimir Putin whose country would benefit largerly thanks to his new privileged people; with Great Britain and its Prime Minister Tony Blair; like with Prince Charles, very sensitive to the problems of the environment; in Germany and Angela Merkel Prime Minister; in Italy of Romano Prodi; with Spain and M.Zapatero Prime Minister and with King Juan Carlos; with the Czech Republic of former President Vaclav Havel; in Poland of LechWalesa; with the European Union in general, gathering today more than 25 countries for a construction for the future. We are also convinced that former Secretary General of the UN, Kofi Annan, whose efforts to urge the principal members of the United Nations to make much greater efforts are known, would see with a good eye a plan of this kind to help the World. The quoted people are famous among so many others so valid. A plan of this kind would encourage the efforts already made by ONGs of many countries as well as those of so many artists of the show business which often sacrifice their revenues for initiatives concerning the hunger, the diseases, the climate and other evils.
We cannot quote each one, but we think of engagements of so many people in the field of sciences, art, medicine, literature, media, and of so many others.
We think of all those in all fields which do so many personal efforts.
If we speak now about Switzerland, the Swiss Confederation, in the end, it is because, as a Swiss ourselves, we hope that it will be able to show the example the first. This country, particularly preserved at the time of the world wars of the past, and in our days favoured in its standard of living, should be the first, by the intermediary of its privileged people and also of its authorities, to start the process of a proposal like that of the kind “GOLD-OR”:
“The internal war of Earth”. Peaceful and reconstructive of the World balance. For the wellbeing of all in the World. Its small dimension and the possibility of communicating as in a large company should enable it to set up a new formula of this kind more easily than elsewhere. Switzerland should be the “first stone” of this plan.

CONCLUSIONS.

The STATE CANNOT DO EVERYTHING WITH the TRADITIONAL TAXES.
It would be unjust to ask the modest people to take part in this plan.
With the TRILLIONS of dollars or euros ready to invest as explained higher,
the PRIVILEGED PEOPLE can, as of now, allow to build ALL these
infrastructures necessary and to provide for the most fundamental needs for
ALL HUMANITY that is suffering and underprivileged:
houses, water, energy, food, education, transport, health, environment, etc
IN ALL the COUNTRIES of the WORLD WHERE THEY ARE MISSING.
To increase the wages which are too low on to a level to ensure a worthy existence.
TO INSTALL in the WORLD a LOGIC OF GENEROUS GROWTH.
 TO SAVE the PLANET EARTH of the DESASTRE that awaits It WITHOUT THAT.

APPROXIMATELY FORTY YEARS AGO:
AT THE SAME TIME TWO TRUE MEN SAID TO THEIR NATION :
FIRST ONE: “ DO NOT ASK YOURSELVES WHAT the STATE CAN DO FOR YOU,
BUT WHAT YOU CAN DO FOR the STATE”.
THE OTHER ONE : “I HAVE A DREAM, I HAVE A DREAM, I HAVE A DREAM.”
THEIR NAMES : JOHN F. KENNEDY AND MARTIN LUTHER KING.

TODAY, I TOO, HAVE A DREAM: TO ASK THE PRIVILEGED OF ALL NATIONS TO DO EVERYTHING TO SAVE HUMANITY, TO COME TO ASSISTANCE to ALL THOSE WHICH DO NOT HAVE the STATUTE OF PRIVILEGED PEOPLE.
I CALL ALL the PRIVILEGED PEOPLE OF ALL the NATIONS
TO JOIN TOGETHER
TO SAVE THE PLANET EARTH.
THEY WILL RAISE THE STANDARD OF LIVING OF the LESS PRIVILIGED.
BY THEIR ENGAGEMENT THEY WILL SAVE ALSO THEMSELVES.
AND THEY WILL THEN SAVE the HONOR OF the PRIVILEGED and THEIR DIGNITY.
THE DIGNITY OF ALL WILL BE THUS RESPECTED.
THE SALVATION OF THE WORLD is at THIS PRICE.
